President Curt Chaffin

City of Fernley

CURT CHAFFIN - Chaffin is serving his second term as a Councilman for Nevada's newest and fastest growing city, Fernley, incorporated in 2001. Born in Springfield, Missouri, he received his mechanical engineering degree from University of Missouri at Rolla. After retiring from a 34 year engineering and project management career with the U.S. Navy in locations throughout the country, he moved to Fernley where he and his wife Lee Anne have been living since 1996. He has a married daughter. son-in-law, and two granddaughters in California, and two step-children living in Reno.

Curt fell in love with the small town of Fernley and served on Master Plan and Walkable Communities committees prior to its incorporation.
Curt ran for Councilman, Ward 4, upon incorporation, and became a member of the city's first Council. Curt has found serving in the political arena challenging and rewarding. There are many unique challenges in beginning a new city and setting its direction for the future. He knows what he does effects people daily.

Curt has been Fernley's representative to the the Nevada League Board of Directors, also serves as the city's representative to the National League of Cities, and was nominated to its Transportation subcommittee. He has visited all of Nevada's Senators and Congressmen in their Washington offices in conjunction with this assignment. In addition to public service. Curt and Lee Anne own and manage rental properties and he serves as the administrative Pastor of their church.

Jessica Sferrazza

Professional Biography:

Jessica Sferrazza was first elected to the Ward 3 Council seat in November 2000, becoming the youngest Council Member ever elected in the City's history at age 27. Since that time, Councilwoman Sferrazza has dedicated many of her efforts to revitalizing previously neglected areas of the City, with particular attention to the Wells Avenue corridor, which has undergone a remarkable transformation under her tenure. Her dedication to the revitalization of Wells Avenue, in conjunction with her continued prioritization of strict code enforcement, has resulted in the beautification of the neighborhoods in her ward.

Among Jessica’s many other accomplishments are:

United States Department of Urban Development “Most Valuable Partner in Home Ownership” 2007 recipient.

  • Nevada Women’s Fund “Woman of Achievement” 2004 recipient.
  • Nevada Humane Society “Community Animal Protection” 2002 recipient.
  • Initiation of a bond question to construct and consolidate a new regional animal shelter which received 60% voter approval in 2002.
  • Creation of the Affordable Housing Task Force in 2006, bringing together members of the business community and partners in affordable housing.

Personal:

Jessica was born in Wausau, Wisconsin, and graduated from Sparks High School with honors. She is currently in the process of obtaining a Bachelor’s Degree in Political Science from the University of Nevada, Reno.

GENE BROCKMAN is retired after 37 years with Continental Can Company in various locations in U.S. as a packaging engineer and western area sales manager. Currently an elected Trustee of Incline Village General Improvement District.

Civic Involvement: President and Director of The Incliners, a social and recreation club of seniors in Incline Village with membership of 810, President and director of North Tahoe Lions Club, President and Director of Tahoe Incline Golf Club, Co-chair of Incline Village Community Hospital Advisory Committee“, Senior Of The Year” of Incline Rotary Club in 1998, University of Southern California, Northern Nevada Alumni Club, Chair of Compton College Alumni Reunion, Chair of Incline Village G.I.D. Golf Advisory Committee, Board of Directors of Nevada League of Cities and Municipalities, Committeeman, National League of Cities, FAIR committee.

He was born in Iowa, raised in southern California, married to Colleen and has one daughter Nancy and one son Eric.

David Bennett

City of Mesquite

DAVID BENNETT is a native of Southern Nevada. He was only 3 years old when his family moved to Las Vegas in 1973 from Northern Utah. He was raised in the Las Vegas/Henderson area until 1986 when his family relocated to Mesquite. He graduated from Virgin Valley High School and was very active in athletics, student government, yearbook, and drama.  Following high school he served a full time mission for the LDS church to Argentina.  He attended Southern Utah University and graduated with a Bachelors of Arts in Political Science with a minor in Spanish.

Councilman Bennett has worked in the Finance Industry in Mesquite since 1995 and is currently employed by a title company in the Mesquite area.

Councilman Bennett was elected to his second term of office in June of 2003. He has three daughters – Brittany, Brooke, and Brianna

Councilman Bennett serves on the following committees:

  • County Debt Management Commission
  • Redevelopment Agency Board Member
  • Virgin Valley Water District Board Member

City of Henderson


ANDY HAFEN was elected at large to the Henderson City Council in June of 1987, representing Ward II. He is serving his fifth term as a Henderson City Councilman. As the second largest city in Nevada and one of the fastest growing cities in America, Henderson has experienced a staggering 335% growth rate over the past fifteen years. By 2010, Henderson's population is projected to exceed 310,000.

Andy was born in Boulder City, Nevada and, except for one year, has lived in the city of Henderson all of his life. He graduated from Basic High School in 1972 and received his B.S. in Business Administration from the University of Nevada, Las Vegas in 1976. For four years, Andy worked as a clerk for the FBI and then for two years as an accountant for Sunrise Hospital in Las Vegas. He recently retired from the Las Vegas Metropolitan Police Department where he was assigned to the Special Investigations Division for 23 years.

In September 2003, Andy was elected as Secretary Treasurer of the Nevada League of Cities. Following the first year of service, Andy will become the second vice president and will advance through the leadership positions of first vice president, president, and past president over a five year period.

Andy currently serves on the Henderson Planning Commission, Henderson Convention Center and Visitors Authority Board of Directors, The Regional Transportation Commission of Southern Nevada, The Clark County Regional Flood Control District and the Clark County Debt Management Commission.
